New Program Proposals

Standard program proposals: process overview

  • Submit proposal concept (Dean of School)
  • Open comment period for proposal concept (SVP for Academic Affairs, Deans, Associate Deans, Vice Provosts)
    • 2-3 weeks
  • Review and approval to proceed with proposal development (SVP for Academic Affairs)
    • 1-2 week
  • Submit proposal for School Assembly approval* (Dean of School)
    • Process time varies by School
      • For graduate programs, submit proposal for Graduate Studies approval (Dean of School)
        • 4-6 weeks
  • Final review of proposal (SVP for Academic Affairs)
    • 1 week
      • For a graduate concentration in area without a Board-approved degree, submit proposal to COCAO as information item (SVP for Academic Affairs)
        • 4 weeks
      • For an undergraduate minor/concentration with a Board-approved degree, submit proposal to COCAO as information item (SVP for Academic Affairs)
        • 4 weeks
      • For an undergraduate minor/concentration in area without a Board-approved degree, submit proposal to COCAO for approval (SVP for Academic Affairs)
        • 4 weeks
      • For new joint degree programs, submit proposal for COCAO approval (SVP for Academic Affairs)
        • 4 weeks
      • For new degree programs, submit proposal for full Regents approval--COCAO, COPS, and Board (SVP for Academic Affairs)
        • 16 weeks (or longer for PhD)
        Documents/Forms:
  • Notification of final approval (SVP for Academic Affairs)

*For proposals that do not originate in a school, the Office of Academic Affairs will direct the proposal to appropriate approval bodies


Less typical proposal types

Process for requests that fall outside the scope of standard program proposal, such as:

  • New schools, departments, institutes or centers
  • Changing the name of an existing unit/degree title
  • Consolidating or splitting units or programs
  • Submit letter of request (Dean of School)
  • Review of request (SVP for Academic Affairs)
    • 1-2 weeks
  • Notification of approval to proceed (SVP for Academic Affairs)

The Office of Academic Affairs will communicate further procedural steps based upon the nature of the request.
