New academic program proposals: process overview

The guidance below applies to new academic programs such as degrees, majors, joint degree programs, certificates, minors, and concentrations.  Units proposing new doctoral programs should contact the Asst. Vice Provost for Academic Affairs ( before submitting a proposal concept in CIM. 

  • Submit proposal concept in CIM (Dean of School)
    • indicate if the program will be offered at a new location or offered online 
  • Open comment period for proposal concept (Deans, Associate Deans, Vice Provosts and staff)
    • 2-3 weeks
  • Review and approval to proceed with proposal development (Provost Office)
    • 1-2 week
  • Submit proposal for School Assembly approval* (Dean of School)
    • Process time varies by School
  • Final review of proposal (Provost Office: Academic Program Coordinating Committee makes recommendations to the Provost)
    • 1 -3 months
      • For minors in an area without a Board-approved degree, submit proposal to the Kansas Board of Regents' Council of Chief Academic Officers for approval (Provost Office)
        • 6 weeks-3 months (KBOR does not meet in July and August)
        For degrees and majors, submit proposal to the Kansas Board of Regents for approval by the Council of Chief Academic Officers, the Council of Presidents, the Board Academic Affairs Standing Commitee, and the full Board using this form (Provost Office)
        • 16 weeks for proposals, except doctoral program proposals (KBOR does not meet in July and August)
  • Notification of final approval (Provost Office)
    • For programs offered at new locations, approval from the Higher Learning Commission and the U.S. Department of Education for Title IV aid is required before advertising the program. 
      • 1-3 months
    • All other programs
      • 1 week

*For proposals that do not originate in a school, the Provost Office will direct the proposal to appropriate approval bodies

Less typical proposal types

Process for requests that fall outside the scope of standard program proposal, such as:

  • New schools, departments, institutes or centers
  • Changing the name of an existing unit/degree title
  • Consolidating or splitting units or programs
  • Submit letter of request (Dean of School)
  • Review of request (Provost Office)
    • 1-2 weeks
  • Notification of approval to proceed (Provost Office)

The Provost Office will communicate further procedural steps based upon the nature of the request.
